Permanently Untrusted Account

Hey Everyone! I was just wondering, What does it mean when you get a permanently untrusted account? Is that due to too many reports or is it VAC detecting the cheat? Thanks

Untrusted is that you are flagged for investigation and you will most likely recieve a VAC ban within 24hrs

This is news to me. I'm Thinking Two things this could mean
1. ON THIS ACCOUNT Your Perm Banned From All Games.
2. Or Worse Your IP Is Banned From VAC Games.

Both Of these could be wrong but if its the Second one people need to know ASAP so the hacking stops and no one gets Permed
